Kids & Cell Phones at School

I can see why teachers HATE having cell phones in class but from a parent's point of view - I send my daughter to school with her.  She is not supposed to use it during school unless it's an emergency or after school.  So far, if she's needed to call home she has used the school phone and not her cell.

I can see the Judge's problem with charging a boy with a crime for this but why didn't the parents nip this behavior in the bud before it went this far?
